The NSA, FBI and CISA accused DeepSeek, Moonshot AI, Alibaba, MiniMax, StepFun and http://Z.ai of extracting knowledge from US models at industrial scale since at least 2024.
The agencies allege they routed requests through multiple channels to bypass rules and improve math and coding. Distillation is legitimate when authorized; the dispute centers on access and consent.
US developers were urged to act immediately and share intelligence. The companies did not immediately comment.
