SAN FRANCISCO, October 8, 2026 – Factory, the global leader in self-improving software development, announced today that Connor Maloney joined as Head of Federal to lead the company’s expansion into the public sector.
Maloney joins Factory after serving as Vice President of Federal at Rubrik. His experience gives him a clear understanding of how agencies assess new technology, how to build partnerships that last, and what’s at stake for the people those agencies serve. He began his career as a Program Manager at the Department of War before moving into industry to build and lead teams at ServiceNow and DataRobot.
“Federal agencies need both cutting-edge software capabilities and the ability to access them in the most secure, regulated environments,” said Maloney. “Factory is built from the ground up to meet the needs of modern commercial and defense software engineering teams and is a step change in ability at a critical time.”
Factory is reshaping how organizations like NVIDIA, Blackstone and RBC build and manage software by creating a system where engineers define intent and govern outcomes, through autonomous software factories that handle execution and ongoing improvement. It is built on three principles: model independence, so enterprises can choose the best model for each task; sovereign intelligence, so they control where it runs and retain what it learns; and continual improvement, so work across code review, security, deployment, and incident response makes the whole system more capable. Factory also recently announced a partnership with Carahsoft.

Factory gives agencies and enterprises a governed system they control: where it runs, what it does, and how it learns. Teams can run it as Factory Managed, as Factory Private in their own cloud or on-premises, or fully air-gapped. Org-wide policies set what Droids can access, run, and change, and who approves each release. Teams choose the right model for each task, and sensitive code and data stay inside their own environment.
The news comes on the heels of a number of notable events for the company. It recently opened offices in Japan and closed a $200 million funding round at a valuation of $5 billion. The company is hiring across all teams including engineering, sales, marketing, and operations globally. Offices include San Francisco, New York, London, Japan, and more.
